Designing a strategic program for the Student Sports Federation of the country and presenting its executive model with the BSC approach

Abstract
Introduction: The purpose of this study was to design and formulate a strategic plan for the federation of sports students in the country with the BSC approach.
Methodology: The methodology of this study was based on the SWOT process using qualitative and quantitative methods. The statistical population of the study was 65 students selected by managers and experts familiar with the sport of students. They were surveyed. The method of collecting field information and using two open-ended questionnaires and interviews with members of the community was conducted to determine the statement of mission, vision, core values, strengths, weaknesses, opportunities and threats, and Delphi method. The information was finalized with the opinion of the council on 5 strengths, 7 weaknesses, 7 opportunities and 6 threats. Also, using the internal and external factors assessment and calculations, the strategic position of the federation was identified in a conservative position. Then using SWAT matrix analysis, six strategies of SO, two WO strategies, three ST strategies and one WT strategy and a total of 12 strategies were identified. Strategies identified with the quantitative Strategic Planning Matrix (QSPM) were prioritized.
Results: The findings of the study showed that the student sports federation has four financial, customer, internal processes, learning and growth perspectives, and 27 strategic goals, 27 measures and 77 measures and initiatives.
Discussion: Finally, it can be concluded that due to the relationship between the outlook and the strategies with strategic objectives, the measures and initiatives of the federation in different perspectives, in addition to implementing the strategy, are capable of creating the ground for the realization of the goals of the federation.
