Analysis (SWOT) privatization and transfer of management of sports facilities to the private sector in North Khorasan Province

Abstract
Introduction: The purpose of research was the intended to analysis (SWOT) privatization and transfer of management of sports facilities to the private sector in North Khorasan Province.
Methodology: The research was descriptive-analytical and based on mixed methods of qualitative and quantitative has been conducted with an applied purpose. The statistical population of this study included all experts the private sphere and sport facilities in North Khorasan province. Through purposive sampling, the sample was selected out of managers, experts of organizations, universities' sport educators, and stakeholders in the field of sport facilities (n=55). 10 managers and elite sport experts who were familiar with sports facilities were chosen purposely to qualitative samples. The authors have developed a questionnaire, as an instrument, based on questionnaire rewriting Ghanbari (2009) similar foundations and studies. Validity of this instrument was confirmed by experts (content validity). The reliability of the instrument was also proved as suitable (=α0.88). To achieve the research objectives, the list of strengths, weaknesses, opportunities, and threats privatization and transfer of management of sports facilities to the private sector were provided, and the final list was completed in 3 times on Delphi method and experts’ opinion. Then, the self-made questioner with 30 questions was distributed among quantitative samples. Validity of the questionnaire was confirmed by 10 experts and the reliability was studied in a pilot study with 25 subjects and calculated as 0.88 respectively. Then, Delphi method was used for compiling strategies and finally the strategies were confirmed at the strategic council. For data analysis, the descriptive statistics and inferential statistics methods, including Friedman test, Weighting Method, and external and internal factors evaluation matrix were utilized were used. A Delphi method was used for qualitative section too.
Results: Research findings showed that there are 7 strengths, 9 weaknesses, 6 opportunities, and 8 threats, 9 strategies for privatization and transfer of management of sports facilities to the private sector in North Khorasan Province. Also, Province is located in WT positions for privatization and transfer of management of sports facilities to the private sector.
Discussion: Therefore, according to results of SWOT analysis matrix, it is necessary to employ stability strategy or defensive strategy in privatization and transfer of management of sports facilities to the private sector in North Khorasan Province.
