Introduction: Today, Planning is one of the most important activities in human social life. Considering the importance of swimming in the development of health in the community as well as its role in obtaining medals and championship areas, it seems necessary to have a strategic planning.
Methodology: The research methodology is applied in a descriptive-analytical and field-oriented way. The statistical population of the study consisted of managers and members of the board of directors of the Federation, experts, and managers of pools, whose total number was 150. The number of statistical samples was equal to the population and the whole number. In the first phase of the study, the main components related to the swimming federation were extracted by studying books, articles and upstream documents and reports. Then, an elite group of ten individuals, including faculty members and managers, added their complementary ideas to the original questionnaire. At the next stage, the questionnaire was completed and corrected and its formal and content validity was confirmed by the elite group. A questionnaire was distributed among the community and 125 questionnaires were collected. The reliability of the questionnaire was calculated using Cronbach's alpha coefficient (α=0.78). At the last stage, 10 critical points were scored and ranked in each of the strengths, weaknesses, opportunities and threats in the elite council meeting. With use of strategic study techniques, the scores for external factors (EF) and internal factors (IF) and the strategic position of the federation were identified.
Results: The scores derived from the evaluation of the internal factors of the federation and its external factors revealed that the strategic position of the federation in the conservative region (WO). This means that the federation must take away its weaknesses in the light of existing opportunities and not expose itself to major risks.
Discussion: After formulating the QSPM table, six strategies for the federation were identified. After prioritizing, the strategy was as follows: 1. developing a system of talent identification and focusing on the sport of adolescents, youth and women, 2. establishing a marketing system and arranging financial and spiritual sponsors; 3. designing the system of sports clubs and leagues 4. Establishing a comprehensive and integrated system of competitions at the provincial, national and national levels 5. Identifying and supporting the capacity of support in ministries and other governmental institutions. 6. Priority was the extension and extension (introverted) approach rather than the extension approach (exogenous).
