Abstract
Introduction: With increasing professionalism in sport, countries have found that the development of championship sports and the direct and indirect benefits of it without planning and policy is not feasible because the scope of elite sports activities requires a comprehensive and consistent system. the purpose of this study was to design a system for the elite sport development in sports medalist: athletics and sailing, rowing, canoeing.
Methodology: The present study was conducted based on the Grounded theory. In this method, simultaneously with the gathering of data, their analysis was started based on three open, axial and selective coding steps. In fact, research data base is a duplicate process of data collection and analysis that is facilitated with theoretical sampling. Following the achievement of a paradigmatic model of data that represents key success factors in the championship sport, it was monitored using the Delphi technique, model, indexes and concepts to reach an agreement among experts. In order to expand the paradigm model and achieve macro strategies, the basic measures, the operational plan and the organization for the development of athletics and sailing were developed using a strategic study method based on the Brieson model (2011). The statistical population of the study consisted of all the experts, managers and specialists (university professors, executives) in both parts of the study, dealing with the topic of sports development, especially athletics and sailing. Regarding the use of databases and interviewing for data collection as well as Delphi technique, sampling was done theoretically and using a judgment method in which the researcher usually tries to purposefully based on what Specific information type is required to select samples. Sampling continued to reach the theoretical level of saturation. In this process, 21 interviews and 10 meetings of the Steering Board were held.
Results: The strategic program of the sailing and athletic federations was developed, including the tasks of the relevant federations, the identification of key stakeholders, the formulation of the mission, the slogan, the central values, the recognition of the internal and external environment of federations, the determination of the strategic position of the federation Identify and prioritize strategies that were considered and formulate basic measures and operational plans of the federations.
Discussion: Further, while the executive suggests, Suggestions were made to reform the structure and activities of the National Olympic Committee and the National Olympic Academy.
